Japan Concedes ITER Site to Europe?

According to Reuters news service, quoting an unnamed European Union
source, Japan has agreed to concede the ITER site to the European Union.
The six ITER Parties (European Union, Japan, Russia, China, Korean Republic
and United States) have been deadlocked over the site decision for more
than a year. The decision is expected to be announced at a meeting of
"vice ministers" of the six Parties on November 9 in Vienna.
If the report is accurate, ITER would be constructed in Cadarache, France.
